Triage is used to determine which ridings and demographic groups can be considered safe in the coming election, which are hopeless and which are on the cusp of being tilted in your direction with extra effort. A campaign is a collective action project that seeks to coordinate the activities of people over a period of time to reach a predetermined objective. A political campaign is an attempt to mobilize a coalition of people to vote in support of a particular candidate. In a functioning democracy cannot use coercion and must rely on persuasion to mobilize support. There is no such thing as a universal campaign model.
