Both the federal and provincial governments have been involved in ensuring the availability of and funding for health services. Provincial governments are responsible for the delivery of the healthcare (except aboriginals, veterans, and military personnel where the federal government funds them) Federal governments are responsible for ensuring equalized services across the provinces and territories. When the healthcare system was developing, health promotion, prevention, and home care support was neglected. The canada health act was a proud moment in history; it ensured that all canadians have access to healthcare regardless of their ability to pay or where they live. Tommy douglas (the father of medicare) wanted to shift healthcare from individual conditions and behaviour to the social and economic determinants of health (i. e. poverty, hunger) Protective, promotive and preventive services were not required to meet the criteria of medicare; thus, each provincial and territorial health care system varies in regards to the community health services.
