Health policy chapter 1 the health policy framework. Most citizens come into contact with the health sector as patients or clients, through hospitals clinics or pharmacies or as health professionals such as nurses, doctors, medical auxiliaries, pharmacists or managers. Health is affected by many decisions that go beyond the treatment provided by the health care system. Poverty, the physical environment and education all have an impact on health status: policies in these areas are therefore likely to affect people(cid:859)s health. Understanding the relationship between health policy and health and the impact that policies have on health is important to tackle some of the major health problems of our time. Policy is often thought of as decisions taken by those with responsibility for a given policy area. Policies are made in the private and the public sectors. Public policy refers to government policy or the policies of government agencies.
