It can also be used to investigate political ramifications. It is important to focus on stakeholders that will increase the credibility of the program and promote funding for the program. Step 5- justifying conclusions: this step includes the comparison of the evidence against the standards of success, In addition to these 6 steps, the framework uses 4 standards of evaluation, which provide the evaluators guidelines to follow when deciding on evaluation options: utility: ensures that the information needs of evaluation users are satisfied.
