As mentioned before, before making an appeal to decision makers, planners need to have a sound rationale for creating a program that is supported by evidence that the proposed program will benefit those for whom its planned. By conducting this search, planners gain a better understanding of the problems of concern, approaches to reducing or eliminating the health problems or concerns and an understanding of the people for whom the program is intended.
