Because social problems, by definition, are conditions we believe can and should be changed, it follows that the work of claims-makers is not finished until the intolerable condition is eliminated. Prognostic frames: claims answering audience members questions about what should be done. Constructs a general line of action (what should be done) and a responsibility (who should do it) Public policy: solutions that use social resources to repair conditions and/or encourage or coerce individual change. Target populations: when a policy is meant to focus on a specific category of people. Positive or negative outcomes can result from this. Example: rise and fall in taxes that must be paid. Characters in these scenarios will fall into two categories: those who are helped or those are punished. Political power has a way of shaping what the public sees from what policies they choose to implement.
