Government was representative because of elected assemblies, but government was not obligated to follow demands of the elected assembly. Reformed wanted responsible government --> advisors to the governor, but would reflect the views of the elected assembly, not the people. 1837 rebellions forced british government to appoint durham to investigate. Executive branch would govern only so long as it retained the confidence of the elected assembly.
