True multilateralism involves genuine coalition of coequal partners of comparative strength and stature. Economic decline: desire for increased standard of living without cost --> domestic problems. Defend american security --> invasion of persian gulf. If us wants stability, they will have to create it. Any state of any size can threaten or emerge as formidable force. May increase risk of death / injury to civilians. Select and deliver under human, but can override. Would not meet international law standards --> rules of distinction, preport, and military necessity, lack human judgment - can"t interpret intention of attack. Easier to resort to force - not putting own lives at risk. Disaggregation of combat into large numbers of less exquisite system increases diversity, reduces risk, lowers costs.
