Workers" compensation will ensure that the injured worker receives (1) first aid treatment, either on the job or at the nearest local treatment facility, (2) benefits while at home recuperating, and (3) proper treatment of any injuries. In all these matters, the workers" compensation system has exclusive and final jurisdiction. The system of compensation is one of compulsory and collective liability. Under collective liability, the various industries are classified according to their size and end product, and each employer is assessed a rate that is a percentage of its payroll.
