Rossi has 5 types of questions that can guid program evaluation which has a sequnetial process: needs assessment: whether there are problems that need to be addressed in a target population. May involve the collaboration of researchers, service providers, & prospective slients to determine that the proposed program meets the needs. If staff dont get the proper training, or services are being offered in a location that is hard or uncomfortable. Researcher must devise a way of measuring the outcome and then study the impact of the program on the outcome measure. Benifits must overweigh costs to be worth it. 6 of the following are subtypes: one-group posttest-only design.
