Changing the status quo may have a significant impact on agencies and their personnel as new priorities and performance measures are established and policies and programs become evidence-driven. Cjs is slow to adopt evidence-based strategies and discard ineffective policies and programs. Challenges in promoting evidence-based practices in cjs: wide discretion exercised by criminal justice professionals + diverse environments where they carry out tasks.
