Chapter 12: assessment and treatment of young offenders. Canada enacted the juvenile delinquents act (jda) in 1908 and effective until 1984. Appealed to children and youth age 7-16 (18 in some jurisdictions). They had a separate court system and were informal since it was more of a focus on guidance for the children. Parents become heavily involved, and punishments would include adjournment with penalty, fines, probation, and foster care. Also many delinquents were forced into industrial schools to learn trade skills. The young offenders act (yoa) replaced the jda in 1984. In 2003, the youth criminal justice act (ycja) replaced the yoa. Main objectives: prevent youth crime, provide meaningful consequences and encourage responsibility of behavior. Improve rehabilitation and reintegration of youth into the community. Extrajudicial: term applied to measures taken to keep young offenders out of court and out of custody (eg. giving a warning or making a referral for treatment).
