Saps that encourage depletion of natural resources for export. Saps are encouraging marketization causing the unsustainable environment. Liberal institutionalists: global environmental governance rises to the opportunity of cooperation between different actors. Ngos (green peace) are also required to address environmental issues: ngos have a watchdog role, reporting on the activities of mncs and governments for general public. As the demand for the resource overwhelms the supply, every individual who consumes an additional unit directly harms others who can no longer enjoy the benefits.
