There is nothing essentially biological about the mind. System that seems to be running the right program. The system as a whole doesn"t understand chinese in a way a native speaker does. Running the program cant be the same as speaking chinese. Given a symbolsyntax has to do with the symbols themselves apart from their meaning or interpretation. This system is operating on syntax has syntax but no semantics. The system as a whole then understand chinesecause it gives the right responses to the right inputs. The meaning has nothing to do with what symbol gets associated. It has all the elements of a computer or a machine. Its not really a speaker of the language.
