Social class represents any important means of expressing distinctions within society. National council of welfare argues the gap in average incomes between the rich and poor is increasing. Women continue to have consistently higher poverty rates thasn men, especially if they are unmarried or are single parents. Access to employment offers some relief for those living in poverty but low-waged employment, especially where only one person is working in a household, can also mean poverty for some families. Even families where a member to employed full time can still be living below the poverty line. Max weber suggested that people could be grouped into a specific social class when there were similarities in their ability to access resources such as food, clothing, shelter and education. Described a hierarchy of class groups: upper or capitalist class, upper-middle class, middle class, working class, working poor, underclass.
