The planner"s tools are more important than for just making the community plan, they help get it passed by decision makers. Planning tool are often seen as the end product rather than the means, and regulation is often frowned upon when it interferes with private development. Implementing a community plan is accomplished using a variety of tools and approaches, but plan implementation is an ongoing process. Tools in developed portions include: zoning, development/site plan control, redevelopment plans, usually for small parcels of already developed land or for larger parcels that are already built on. Planners noted the difference in needs for each district, whether road pattern, services, densities of land use and lead to conclusions on arrangements of land use the community would prefer. Municipalities moved from site regulating to area regulation to ensure conformity. Came to canada in kitchener when a zoning by-law created comprehensive districts.
