In the beginning of the 1970s, the french government announced its intention to end what it called labor immigration. Until then, immigration was mostly related to economic needs, and to obtain a permit, it was generally sufficient to present a contract with an employer. Then the oil crisis and industry restructurings rapidly transformed the labor market. Immigrants, especially nonqualified ones, were less and less needed, except in a few specific sectors such as public works, agriculture, and restaurants.
