Community-oriented policing is a philosophy of policing that emphasizes community involvement in crime prevention efforts. Three key components: community partnerships, organizational transformation, and problem solving. Requires traditional hierarchy of the police department to be flattened in order to delegate decision making to frontline officers. Problem-solving process that draws upon citizens" expertise in identifying and understanding the social issues that create crime, disorder, and fear. 1970s, cjs criticized as being out of touch with and unsupported by communities. By 1990s, scholars believed police could do little to impact crime. Crisis was the foundation for cop o o o. Recognized police role did not involve much crime fighting, but rather order maintenance, service provision, reduction of fear, and conflict resolution. Brought to the fore aspects of policing that had been deemphasized through characterization of police as crime fighters. Responded to crisis in community support and legitimacy of policing.
