Child and youth victimization is not problematic unless it is perpetrated by a stranger. The crises change when the dominant hierarchies are challenged. Neo-liberal: form of gov. that prioritizes setting targets and performance indicators to audit program efficiency and cost effectiveness. Concerns about youth risk are inconsistent and constantly changing. Statistics and the type of statistics have been changing as well. Little effort was placed to specific applications for developing programming other than previous large scale programs previously discussed. Often, they are developed in response to a need.
