Stand-alone police services, small, not part of larger organization: pre-modern era (prior 1820): for resolving disputes, first nations, restorative approach, banishment, physical injury, military. Improve quality of life: most front liners favour the traditional model motorized patrol and rapid response, but is it just a paid lip service talk about it rather than implement it, work best in well-organized little crime communities. Police should reflect the community: not the pale and male look. Regionalization, joining several smaller police agencies, or urban rural region. In 1988 there were 406 municipal services, decreases to 142 in 2012. Property taxes are used, therefore wealthier communities have an easier time paying for it. More civilian workers are needed, like dispatchers.
