Identify where the crime areas are, and make the people who live in those areas in charge of stopping the crime, it was never properly evaluated (chicago area project) but still inspired other projects. They should have paid more attention as to why those were crime areas (no jobs, no food, etc ) Most kids give up the crime life once they are involved in the system once anyways. You can tell while people are on probation who is more of a risk. It is cheaper to stop the crime then to deal with the crime.
