Worries about donors exercising undue influence over politician is not new: 1873 sjam demanded large campaign contributions from promoters of the canadian pacific railway (telegraph transcripts) Helped topple his conservative gov"t: succeeding liberals quickly adopted the dominion elections act which required candidates to disclose how and where funds were spent. Did not limit expenses, require disclosure of contributions, or assign responsibility for enforcing legislation. 1891 it became an offence to assist a candidate in exchange for money. 1908 corporations were barred from making contributions: still a lack of an overseeing body led to ineffective deterrent. 1920"s candidates were required to reveal the names of contributors and the amounts of donations.
