We"re trying to explain why they are criminals. Consensus: majority agree what is right/wrong behaviour, what is good, what is bad. Causation: what causes people to commit crimes, things that can be explained, or not. If a cause is found, then so can a solution. Label: label them as criminal or deviant. Power: what these good and bad behaviours are, create and enforce the laws. Conflict: no consensus in society on right/wrong behaviour. The behaviours in the bottom are relatively harmless, causes confusion or apathy.
