Vision is formed using a combination of information/knowledge and concern for stakeholders who will bene t the implementation. Philosophy is a statement of values underlying the vision. Statement of beliefs re ecting the program"s value system based on theory and guided by research articulates intentionality and demonstrates that the program knows what it is doing and why it is doing it. De nes the nature and purpose of the organization to families and the public at large. Determines the characteristics of the program; has a direct impact on the development of the curriculum, the quali cations of the staff hired, the extent of family involvement and interaction with the community.
