Then a follow up question would be, how could this be done in a world characterized by two conditions: international anarchy and mural pluralism. International anarchy: the first of these is seen as practical challenge, because anarchy reinforces self interest rather than altruistic tendencies. Moral pluralism is both a practical and ethical challenge.
