Document Summary

There had been a need for planning since humanity decided to build communities. The community planning process has now become much more political, giving citizens the chance to become involved in the planning process. Newer communities tend to be built based on the community"s natural environment. Planning often reflects the concerns of the time, for example, in the 1990s, deterioration of the environment were factors in planning. Since cities and towns are constantly changing, every decade typically has different problems of its own. Quantitative change refers to the increase or decrease in population, number of buildings, the traffic, and space required for a settlement, and development refers to a quantitative change. Public interest is the prime consideration when growing or developing land. However, identifying public interests can be very difficult. There will always be conflict between communities and its population. Planners therefor will try to include all perspectives and focus more on common interest.
