The environment is generally viewed as a luxury good, rather than a necessity; this is the reason why environmental concerns are addressed after business concerns which provide people with an income. There is an conflict in reception of environmental economics therefore. Since the environment is not considered first for survival, people only care once they are higher income and more affluent; however, more affluent individuals consume more and therefore produce greater amounts of pollutants. The cycle of the more people pollute, the more they care must be rectified in order to deal with these problems. We want to determine the socially optimal level of pollution reduction. Government regulation is meant to equalize the costs and demand for the clean-up of environmental problems. Whether considering air pollution in large urban areas, or water pollution in developing countries, both must balance this equation. Two fundamental uses of economics: positive: value free, simply aiming to explain economic behaviour.
