State - independent, self governing political community whose governing institutions have capability to make rules binding on population residing w/i particular territory. Government - set of institutions making decisions & overseeing implementation on behalf of state for particular period of time. Can be seen as less permanent expression of political community. States play major role in modern societies. Providing health, education, social services to public. Sovereignty - principle that states are highest authority for population & territory. Viewed as legally equal to other states regardless of differences in power. Make agreements w/ other states for various purposes. Remain sovereign b/c they have ability to cancel agreements. Modern state - generally viewed as developing in europe over past several centuries & spreading to other parts of world in more recent times. Develop of bodies representing diff parts of country & important elements of population provided rules w/ means to levy & collect taxes needed to wage wars & develop administrative structure.
