Viewed as legally equal to other states regardless of differences in power. Make agreements w/ other states for various purposes. Remain sovereign b/c they have ability to cancel agreements. Modern state - generally viewed as developing in europe over past several centuries & spreading to other parts of world in more recent times. Develop of bodies representing diff parts of country & important elements of population provided rules w/ means to levy & collect taxes needed to wage wars & develop administrative structure.
