Laws and policies are often debated when complex issues surface. Substance use laws and public policies: prohibition: possession, selling, or marketing is illegal for possession, trafficking, exportation, and production of different groups of drugs, extreme control policies replaced by more moderate policies to diminish harms caused by alcohol: Limits on minimum age for drinking & purchasing, laws governing alcohol use and operation of motor vehicles, limits on hours of sale, and liquor taxes: **most successful targeted interventions are deterrence-based policies. Needle-exchange programs: free clean needles, take used needles (decrease transmission of serious blood-borne infection)
