Public issues - matters of public concern debated in variety of forms & usually involve demands for action. 3 distinct periods in canadian history discussed. By putting current issue of youth crime in historical context, will see youth crime has always been part of canadian society but not always public issue. Over past 2 decades, youth crime has been subject of considerable public concern & discourse. Discourse - how things are talked about & understood, both orally & in written form, including. News media devotes as much time as it does to reporting crime events. Politics of youth crime - ways in which youth crime understood & talked about, both formally & informally & actions/laws/policies deriving from discourses. Amount of emphasis on youth violence disproportionate to amount of youth crime actually involving violence of serious nature.
