The cjs experiences numerous challenges in fulfilling its mandate to protect the community, meet the needs of the victims, and respond effectively to criminal offenders. Cjs has been slow to adopt evidence-based strategies and to discard policies and programs that are not effective. Numerous obstacles to the adoption of evidence-based practices in the cjs. Cjs experiences difficulties in problem solving and does not effectively address the marginality of persons who come into conflict with the law. Ethical issues and dilemmas are endemic to the cjs and require more attention from professional and researchers. Many opportunities for reforming the cjs, including being smart on crime, expanding effective criminal justice interventions, learning from failures, expanding restorative justice approaches, and engaging the community.
