There"s also federal legislation for specific criminal acts (ex. anti-terrorism act) Tradition-based practice is used a lot --- established routines/politics/emotion. Annual operating cost cjs - billion. Crime rates are declining, but prices are going up. big cases - air india, pickton, stanley cup riots. Before, order was maintained through informal social controls ---- no laws. Dealt with personally through groups or people -- gossip, ridicule, expulsion from group, death.
