System-structural = org behaviour shaped by series of impersonal mechanisms that act as external constraints on actors. Must carefully select, train & control ppl in those roles. Perceive, process, respond to changing enviro & adapt by rearranging internal org structure to ensure survival/effectiveness. Strategic choice = action frame of reference /action theory, orgs continuously constructed, sustained & changed by actors" definitions of situation. Choice avail in design of org structure, considers politics > technology. Enviro not viewed as set of intractable constraints, can be changed & manipulated thru political negotiation.
