Outline to the packaging and labelling requirements for pre-packaged non-food products are subject to the federal: consumer packaging and labelling act, consumer packaging and labelling regulations. Enforcement of the act and regulations relating to non-food products is the responsibility by the: competition bureau, industry canada. Enforcement of the act and regulations relating to food products is the responsibility by the: canadian food inspection agency (cfia, subsection 3(2) of the act, section 3 of the regulations. Products which are exempt from all requirements of the consumer packaging and labelling act: Container means a receptacle, package, wrapper or confining band in which a product is offered for sale: does not include, package liners, shipping containers, any outer wrapping or box that is not customarily displayed to the consumer. Dealer is the person who is the retailer, manufacturer, processor or producer of a product: or a person who is engaged in the business of importing, packing or selling a product.
