Publicity includes everything used to express an idea: it comprises advertising, radio, moving picture, magazine articles, speeches, books, mass meeting; everything involved in the expression of an idea or of an institution. The most important aspect of any institution is what is does. People pay for news advertisers pay for attention: as an editor, open your arms to all info. Fundamental problem of public opinion: the whole of public affairs cannot be reported: so somebody has to pick out an act here and there for the citizen to notice, first selection and then emphasis. Absolute facts are humanly impossible; we can only give our interpretation of the facts. 1: the essential evil of propaganda is a failure to disclose the source of information and arises when the person who utters is it not willing to stand sponsor for it. To lie to the public is futile and will come back to plague you just as quickly.
