It assumes health & safety are mere preferences that can be treaded off against competing values significant differences between them: disregards the utilitarian concern for the consequences of an unsafe working environment on the social. The case of child labor: children may begin work as young as three, work in unhealthy conditions, the job may require them to work full-time causing them to loss out on their education. Rights & responsibilities in conflict: discrimination, diversity, & affirmative action. If they walk their own talk": depending on the environment depends the way the employees think.
