Scientists are privileged to have a lot of control over the use of government funds. This is because they have almost exclusive ability to judge the merit of their work: scientific research, then, takes place in social worlds that have some autonomy and isolation from other worlds. Scientists value recognition by peers more than monetary rewards: scientists value what is inside the core of science rather than what is outside.
