Chapter 10, 12 (baker), chapter 28, 29 (fox) Welfare state regimes refer to systems of designing, funding and delivering socials services and income support programs that are developed by governments with the intention of improving the social and economic well-being of their citizens. In contrast, social democratic regimes focus more on the collective responsibility for well-being, place more importance on redistributing income between the rich and the poor, and actively promote gender equity. Family policies were developed and reformed incrementally over the years by different governments both federal and provincial with varying political agendas. Men have been more likely to receive income support as wage earners than as fathers. The neo-liberal ideas and practices that accompany globalized economics typically involve an increasing shift toward market forces, an emphasis on developing technological skills and international credentials, and more enforcement of personal and family responsibility for economic well-being.
