From my reading of malcolmson and myers, i have learnt that the canadian senate is modelled on the british system. Maritime provinces (new brunswick, nova scotia, and prince edward island), and the western provinces (alberta, british columbia, manitoba and saskatchewan) each receive 24 seats, while. Newfoundland and labrador and the three northern territories have to share 9 seats. It does not seem like a fair distribution to me as the smaller provinces of canada are still getting a lesser representation in the senate and in the house of commons. Perhaps a better system would have been to assign seats based on the total area a province inhabited, or better yet, just make it completely equal and give the smaller provinces more safety in numbers in parliament. In malcolmson and myers, it is stated that candidates must leave a deposit with the returning officer if they wish to have their name put on the ballot.
