In my reading of workplace democracy for the 21st century: towards a new agenda for. Employee voice and representation in canada, it states that the main conflict arises because of conflicting interests. It uses the example higher wages versus lower labour costs, employment security versus flexibility, safe workplace versus high output . The simple answer to this problem is effective human resource management and shift work. This means that you have to hire less people, solving the problem of higher wages versus lower labour cost. It is cheaper to increase someone"s hourly rate by a few cents every year, rather than hiring a new person. Give someone a contract with enough minimum hours for their income to be sustainable and they will gladly work any extra hours you throw their way. Also, college and university students have extremely flexible schedules and no two students are the same.
