It is cheaper to increase someone"s hourly rate by a few cents every year, rather than hiring a new person. Give someone a contract with enough minimum hours for their income to be sustainable and they will gladly work any extra hours you throw their way. Also, college and university students have extremely flexible schedules and no two students are the same.
