Part 1: times where civil rights and civil liberties are compatible (1) they are both aspects of the good life". But: cr"s and cl"s may both be desirable, yet not simultaneously: when one legal interest is realized, it may interfere with another, thus they"re not always coextensive; it depends on the setting and circumstance.
