- was the head of the ontario ndp in 1990, his election was a big upset and a big surprise. He implements progressive legislation, highlighting importance in unionization, employment standards, and human rights. For the most part, it was a disaster, since he was elected in the mists of a recession. He cut back when he needed too, but overall, he clearly turns on a lot of the ndps establishment, especially unions and from this union people would complain (cuts would come and people would say he"s out of touch". - he makes up the concept of rae days. This explains when he opens up existing ca (changes the law to do this) in the public sector and forces all the unions to have negotiate a new deal ( social contract ). He includes unpaid days of leave, and those who resisted he would impose more days, it was a huge betrayal to those in unions.
