You get training on how to remain neutral. Puts a lot of faith in government bodies. Some people argue that they take the side of the government, and the government is capitalist so doesn"t advantage workers. There is still a high level of faith in neutrality by workers and union officials. A problem for the wagner model because the work is structured differently. It identifies a large number of workers under one employer, but this doesn"t work for all of the service sector. Structurally, the service sector cant really be organized from the wagner model. Vast parts of the service sector that doesn"t work with the model as these workers are vastly spread out across the map(domestic workers, fast-food workers, individualized workers)
