In 1980s argued that unemployment insurance benefits do better job, seems to be working: reasonable doubts that adjustment is actually effective, data does not support training under taas increase income. Obviously compensates because workers better off with some benefits rather than none when unemployed. Not effective ad making lib more pol viable. Taa for firms in us successful to a degree, seems to have increased firm survival, employment and sales performance when damaged by lib. Eu program has optimistic and positive view, south korean ineffective. Unclear whether taas are ineffective by nature or by type of design: trade agreements signed and ratified by executive, but parliament must adopt legislation required for implementation.
