Western states held together by a structure of institutions and open polities which constrain power and facilitate voice opportunities, mitigating the effects of power asymmetries and reducing the opportunities of a leading state to dominate. Powerful states have incentives to create political order, institutions wielded by democs. Allow powerful states to lock in favourable order and overcome fears of domination and abandonment. Smaller states get institutional assurance that will not be dominated or exploited. Hegemon has interest if it wants to retain power to limit itself and make itself acceptable to everyone. Basic logic for order set during and immediately after wwii, was logic of how to build stable order with large power asymmetries. Hegemon uses strategic restraint, it restrains itself and commits to not exploit or dominate smaller states in exchange for their participation in its order.
