Reform and openness: why china"s economic reforms have delayed democracy. Modernization has been the foundation of us foreign policy towards china for the last 25 years: belief that economic growth/greater integration with the outside world -> democratization. Here: argument that communist leaders have made growth and globalization work for them: economic development amid increasing openness has contributed to the stability of authoritarian rule in china. The role of fdi in explaining china"s path has been undermined. Both, according to the author, are wrong/incomplete. Reform and openness by deng xiaoping (1970s): made china very successful and 2001 joined wto: political and social effects of fdi differ across regions, firms, individuals debate reduced to good/bad. Aggregate effects of fdi liberalization has been negative for st political change (short-term) changing incentives/interests of certain groups. Fdi liberalization: dynamic sequencing: china"s ability to attract so much fdi seems at odds both with the traditional fdi pre ferences and the preferences of the ccp.
