Three things to keep in mind when analyzing security: Political context of the term, the political/military/economic/societal/environmental dimensions, and the logical contradictions. Intl system is anarchic (lacks central governance government lies in the units of the system (states: states claim sovereignty = right to claim themselves as their governing authority within territorial limits of their jurisdiction. Individual level: anarchy = absence of all government. Argument: fragmentation of political authority in a system of states is a necessary condition for: emergence of capitalism, (cid:515)natural political expression of an operating capitalist word economy(cid:516) International political fragmentation supports competitive market (producers compete) States, in their self-interest, will prevent threats from any one power center from dominating the system or subsystem. Three major conditions: security refers to states bc they are both the framework of order and the highest source of governing authority (sovereign, external threats are often the primary element of national security, domestic insecurities less so.
