Aug 1971, natl inuit conference held to est solidarity btwn inuit groups, coordinate efforts. Natl inuit movement beginning @ this time. Meeting est inuit tapirisat of canada (itc) Early priorities: distribute info, provide legal services. 70"s were time of more militant activism for many indg groups, but itc leaders decided to avoid such tactics cans. Not surprising, given inuit hesitance to generalize/speak for group. Howev, inuit were aware that being passive often resulted in being shut out by s. Itc had to reconcile inuit reluctance to express anger w psychological damage. Inuit had never signed over land, but this also meant there were no documentation. Misguided animal rights groups had politicized resource rights, further complicating legally recognizing their rights matters for inuit. Land claim/new govt proposal was presented to fed govt by itc in 1976. Many studies/surveys/research done b4 agreement in principle, the nunavut political accord, was reached in 1990. Land claim settlement was sppted by maj of eligible voters.
