Chapter 3 the breakdown of authority: national assembly called the constituent assembly. Went to worked to create a new regime. The monarch king lois xvi seen as a way to unify the nation. The assembly in august 4, had replaced the old ancien regime, tax and judicial system: the edge of anarchy. During this time there was no authority in france, neither military, parlimentary, or monarchial. Towns created their own national guard and implemented their own taxes. Deputies saw the dangers of this and how it could lead to anarchy, and they tried to create a new administrative system. 1789-90 4 hierarchies of departments, districts, cantons, municipalities, and a network of tribunals at the district and municipal level. Feb 1790 elections to replaced the municipal governments: the dynamics of the monarchy. In paris alone 30 newspapers are created. Enlightenment era had created a surplus in sharing of ideas, an important aspect of the revolution.
