Review of garnsey & saller the roman empire. Also, provincials replaced italians as emperors by the turn of 1st c ad. Made it easier for ordinary soldier to rise through ranks. Goal was to tame, neutralize & exploit savage people: roman army employed some order by laying down and measuring out in roman miles or local equivalent of a road system. Outside of military, confusion reigned and was tolerated. These men were from equestrian order, lesser aristocracy or even slaves and freedmen of emperor"s household. It was the roman custom to follow the practices established by the previous rulers in any area. Central and provincial administration: there were about forty provinces in the roman empire governed by a thin spread of centrally appointed officials. Each official was assigned a single junior senatorial magistrates with financial responsibilities, known as quaestor. In major provinces (not egypt), emperor appointed a legate to govern in his stead from ex-praetors & ex-consuls.
